This brief is the second in a series of short analytical pieces in which T&E will share fresh insights related to the revision of the car CO2 standards. When designing the first car CO2 emission targets in early 2000s, regulators introduced a mass-adjustment mechanism which relaxed the CO2 target for carmakers that sell heavier-than-average cars. In the current e-mobility era, where carmakers primarily reduce CO2 emissions by selling electric cars, this mechanism is outdated and allows conventional models to emit more.
